Ozinga Slag Cement Manufacturing Facility
Ozinga is developing a low-carbon slag cement manufacturing facility in East Chicago, Indiana, repurposing infrastructure from a former steel plant. The new facility will produce Ground Granulated Blast-Furnace Slag (GGBFS), a sustainable alternative to Portland cement that reduces greenhouse gas emissions by up to 80%. Strategically located in a federally designated Disadvantaged Community (DAC) and Energy Community, the facility will provide a secure domestic supply of low-carbon cement, while driving economic revitalization.
Ozinga’s project is well positioned to advance quickly. Environmental due diligence (Phase I & II) has been completed, and both the Indiana Department of Environmental Management and the City of East Chicago have approved construction permits for the first phase of development. The company has already secured collective bargaining agreements with union trades to ensure prevailing wages and labor stability and is actively partnering with regional workforce organizations to begin recruitment and training. With design engineering in place, permits approved, and financing underway, the project is on track for a 2026 construction schedule that will deliver both immediate construction jobs and long-term community and environmental benefits.
